Texas Campaign for the Environment Fund (TCE Fund) and its sister organization, Texas Campaign for the Environment (TCE) are seeking an Human Resources Manager who can develop and support our team of talented organizers.

Summary

The Human Resources Manager will be responsible for tasks including overseeing the hiring, onboarding and offboarding processes. Other responsibilities include benefits management, implementation of the staff union contract including a leading role in the Labor-Management Committee and working with staff on meeting their training and development goals, as well as succession management. The HR Manager will work with the Administrative Director and bookkeepers on payroll and reimbursements for staff.

Location

Must be based in the Corpus Christi, Austin, or Houston metro areas and willing to commute to other offices as needed. This is a hybrid role that will include work from home, and 60% in-office expectations. Occasional travel will be expected within the state of Texas, and potentially some travel outside of Texas.

Major functions and responsibilities:

Recruitment and Hiring

  • Responsible for listing and advertising open positions, tracking and managing communication with candidates (via Breezy), interviewing candidates, and supporting the hiring teams in making hiring decisions and sending offer letters.
  • Onboarding and orientation policies and procedures, including creating permissions. Carrying out procedures with regards to off-boarding staff.

Staff Development and Relations

  • Work with managers and staff on employee development and training.
  • Ensure common understanding of personnel policies and updates.
  • Guide and support Succession Management at all levels of the organization.
  • Union Relations – Serve as management representative in future union negotiations. Maintain and update personnel policies and union contracts.
  • Facilitate and participate in Labor Management Committee meetings.
  • Coordinate travel and lodging arrangements for staff and others as needed.

Financials

  • Payroll –Work with bookkeepers on payroll processing (via TriNet), including benefit deductions and contributions, as well as reimbursable expenses for permanent, temporary employees and contractors.

Administration

  • Texas Workforce Commission – Point of contact for TWC, including employment separation follow-up and quarterly unemployment reporting.
  • Benefits Management – Time off policies and tracking. Insurance plans (medical, dental, vision) and related Health Savings Account. 401k plan management (via GuideLine). including assisting staff with insurance and benefits policy and use information.
  • Take the lead in updating staff personnel policies as needed.

Other Duties

Qualifications and core competencies:

  • Three to five years of proven experience in human resources management, with a preference for nonprofit organizations.
  • Experience in staff management.
  • Outstanding verbal, public speaking, and written communication skills.
  • Demonstrated commitment to diversity, equity, and inclusion principles.
  • Proficiency with payroll and hiring software, Google Shared Workspace and project management platforms..
  • Ability to quickly analyze and synthesize complex information.
  • A keen eye for detail.
  • Spanish speaking and writing skills are a plus.
  • Experience with union negotiations and contract implementation is a plus.

Compensation

Annual salary range $65,000-75,000, commensurate with experience. Benefits package includes insurance coverage (medical/dental/vision, with partial employer payment) and an HSA account with employer contributions, paid time off and flex/comp time, paid holidays, retirement plan with employer matching contribution.
